PDMU-NCR launches AGSIKAP 2025 online series with discussion on annual local roads and bridges data, walkthrough on RBIS

The Project Development and Management Unit (PDMU) of the Department of the Interior and Local Government - National Capital Region (DILG-NCR) officially launched the first session of the AGSIKAP 2025 online series on January 28, 2025, via Zoom Teleconference.

Joined by key stakeholders in local governance and infrastructure management, the session delved into discussions on effectively managing their respective local roads and bridges data and navigating the Road and Bridge Information System (RBIS).

In his welcoming address, Local Government Capability Development Division (LGCDD) Acting Chief Luigi D.C. Pilarta commended the local government units (LGUs) for their dedication to promoting good governance, resulting in the successful implementation of locally funded projects across the region during the past year.

He then expressed the Department’s commitment to providing necessary capacity development interventions to LGUs through this year’s AGSIKAP, which envisions a well-rounded approach to project monitoring amidst the region’s rapid growth in terms of infrastructure and socio-economic development.

Shortly after, LGOO III Ma. Pamela G. Ferino outlined the core objectives of AGSIKAP 2025, emphasizing the need for LGUs to update and manage their local roads and bridges data through platforms like the RBIS and SubayBAYAN Portal.

The first discussion, led by DILG Office of Project Development Services (OPDS) Development Management Officer V Danilo Peñafiel, centered on DILG Memorandum Circular No. 2024-162, which sets the guidelines on collecting and submitting local roads and bridges data.

DMO V Peñafiel stressed the importance of timely and accurate data submission, reiterating the annual December 31 deadline for submitting updates. He also outlined the role of the Department’s Central and Regional Offices in supporting LGUs with capacity-building and problem resolution related to data management.

Following this, DILG OPDS Information System Analyst III Nikko Baesa facilitated a brief tutorial on the installation and use of QGIS, a software crucial for creating shape files that must be uploaded to the RBIS. Participants were given time to install the software and received a detailed step-by-step guide on its functions and applications for local data collection.

ISA III Shane Tolorio of DILG OPDS then proceeded with his presentation on the RBIS platform, highlighting its navigation features, types of user accounts, and the data submission process within the system. He concluded with a live demonstration on uploading and updating local roads and bridges data.

To formally end the session, PDMU Chief Dennis R. de Paz extended his gratitude toward the participants and invited them to take part in the next sessions of AGSIKAP 2025. He stated that this year’s AGSIKAP series would provide essential tools for better data management and infrastructure development at the local level.

AGSIKAP serves as PDMU-NCR’s primary platform for various capacity-building activities geared towards upscaling NCR LGUs’ knowledge and skills in executing Local Government Support Fund (LGSF) projects. The conduct of the first online session of its 2025 installment set the stage for an exciting year of growth, collaboration, and improved governance through better data and systems management.
