DRSL
Digital Requests Submission for Local Government Support Fund (DRSL)
The Department of Budget and Management (DBM) launched the DRSL (Digital Requests Submission for Local Government Support Fund) to assist LGUs in implementing their programs and projects. This is in line with DBM's ongoing advocacy for fast, efficient, and transparent public service.
How to register an account in DRSL?
REGISTRATION
First Step
Visit the DBM website: www.dbm.gov.ph;
Click the Publication>Issuances>Local Budget Circulars and download "Annex B - LGU User Registration Form"
Second Step
Complete the LGU User Registration Form with the information or details of the local government; Have the form signed by the City Mayor, Municipal Mayor, or Barangay Chairman;
Third Step
Notarize the form; Send the notarized form to DBM - National Capital Region (NCR) via email: dbmncr@dbm.gov.ph
Fourth Step
A confirmation email indicating the username and password will be received by the City Mayor, Municipal Mayor, or Barangay Chairman, After verification, use the DRSL for project submission
How to request funding under LGSF?
REGISTRATION
First Step
Search and login to the DBM Apps portal using the LCE account: https://apps.dbm.gov.ph;
Click the Publication>Issuances>Local Budget Circulars and download "Annex B - LGU User Registration Form"
>"DRSL" window will appear on the screen, click on it
>OTP validation will appear on the screen.
>Click "Request for New OTP." The OTP Code will be sent to the LCE email address.
> Input the OTP code in the OTP Validation Tab and click Submit
Second Step
On the Dashboard, click the "LGU Request" tab and select the LGU location with the Philippine Standard Geographic Code (PSGC). Double-click the specific location.
Third Step
Click "Add New Request." The List of Eligible Projects will appear on the screen.
Click the plus(+) sign on the selected project. You can also click "Add Project," and choose from the dropdown list.
>If the LGU was hit by a calamity in the current year (2023), you can also click the "Calamity/Disaster-Affected LGU in Calendar Year 2023" box."
After clicking "Add Project," the LGU can select the desired project.
Fourth Step
After updating/selecting proposed projects, click the arrow down button next to "New Request." Click "Save Request". Once submitted by the LGU, the newly created entry will be tagged as "DRAFT."
Contact details can be checked/viewed of LCE in the "Contact Details" tab
Fifth Step
Click the arrow down button next to "DRAFT" and click "Save Request." Then click "Submit Request."
Read and review the 'Attestations.' Then click 'Submit.' After submitting, the Dashboard will show the "PENDING (IN PROCESS)" status in the DRSL. The details of the request can be seen in the "LGU Request" tab with the "Tracking No."
>For a copy of the request, click "PDF." A copy of the system-generated Special Budget Request (SBR), Project Profile for Motor Vehicles (if there is a vehicle purchase request), "Attestations," and contact details of the LCE will appear. The LGU will receive an "Acknowledgment Receipt" by email
Sixth Step
You can now go back to the DBM Apps Portal Tab and log out
