DILG-NCR holds successful online session on project sustainability and monitoring in AGSIKAP 2025
In the second online session of AGSIKAP 2025, the Project Development and Management Unit (PDMU) of the Department of the Interior and Local Government - National Capital Region (DILG-NCR) conducted a refresher course on the Rapid Sub-Project and Sustainability Assessment (RSSA).
Attended by representatives from local engineering and planning offices, along with RSSA focal persons, the session aimed to discuss the DILG Memorandum Circular Nos. 2021-123 and 2023-048; familiarize the LGUs and Field Offices with the navigation of the RSSA System; and increase the number of LGU projects in the NCR that undergo the RSSA process, leading to improved project quality and sustainability.
In his welcoming remarks, Local Government Capability Development Division (LGCDD) Acting Chief Luigi D.C. Pilarta emphasized the importance of sustainability in project implementation and highlighted RSSA’s role in strengthening project assessment, monitoring, and maintenance to maximize community benefits.
Following this, LGOO III Ma. Pamela G. Ferino outlined the session’s objective, emphasizing the importance of post-completion monitoring to ensure effective and compliant use of transferred funds.
For the first lecture, PEO II Fritz John D. Gabrinez provided a status update on the assessment of the completed locally-funded projects (LFPs) and the Results-Based Monitoring and Evaluation of LGU Infrastructure Projects (RLIP), along with the completion rate as of February 2025. He underscored the significant increase in the region’s completion rate from 10% in June 2024 to 63.9% by the end of 2024.
Subsequently, Engineer III Paul Joseph G. Fabito of the Office of Project Development Services (OPDS) delivered a thorough walkthrough of the RSSA system. Engineer Fabito explained the process for assessing projects, including how users can access LFPs and RLIP for assessment, download assessment forms, and submit assessments for review and approval. He emphasized the importance of attaching supporting documents, such as Means of Verification (MOV), to the assessments.
Closing the session, LGOO III Ferino reaffirmed DILG-NCR's commitment to providing continuous support for NCR LGUs in completing their project assessments. She underscored the importance of transparency and accountability—essential elements in promoting good governance and ensuring the successful implementation of public projects. LGOO III Ferino expressed sincere appreciation to Engineer Fabito for his invaluable contribution to the session and commended all participants for their active engagement and insightful contributions.
The DILG-NCR’s Apprising Government Employees' Skills on Infrastructure Projects and Knowledge on Monitoring and Evaluation, and Performance, or the AGSIKAP, serves as the primary platform of the PDMU for various capacity building activities aimed at enhancing the knowledge and skills of LGUs in NCR. By fostering improved systems management and promoting transparency, AGSIKAP paves the way for more efficient and sustainable public projects that benefit local communities across the region.
