DILG-NCR gears up LGUs for FY 2025 LGSF Projects, rolls out DBM Local Budget Circular No. 161 in AGSIKAP 2025

With nearly 100 participants composed of LGSF Focal Persons, the third online session of AGSIKAP 2025 brought together local government units (LGUs) in the National Capital Region (NCR) for an in-depth discussion on DBM Local Budget Circular No. 161, emphasizing the Guidelines on the Release and Utilization of the Local Government Support Fund - Financial Assistance to Local Government Units (LGSF-FALGU) under Republic Act No. 12116 or the FY 2025 General Appropriations Act (GAA). 

Held on March 27, 2025, via Zoom Teleconference, the discussion was led by resource speakers from the Department of Budget and Management - Local Government and Regional Coordination Bureau (DBM-LGRCB). Specifically, Assistant Director Atty. Philip Jeffrey David and Acting Chief Budget and Management Specialist Mhegan Patricia Navarro provided a comprehensive discussion on the said policy and addressed key concerns related to LGSF project development, funding, compliance, and monitoring.

In his opening remarks, LGOO V and PDMU Chief Dennis R. de Paz highlighted that the session was designed to strengthen the ability of NCR LGUs to maintain a high level of transparency and accountability in implementing LGSF-FALGU projects. 

Moreover, Engineer III Albert John V. Punzalan stressed the importance of strict compliance with the guidelines outlined in the circular as he delivered a thorough orientation on the objectives of the activity.

Towards the end, Engineer III Mikee C. Miranda presented the latest status updates on LGSF-FALGU Projects under FYs 2022-2024. PEO II Fritz John D. Gabrinez also facilitated a brief walkthrough of the SubayBAYAN Portal, ensuring that LGUs have the tools and knowledge to track and monitor their projects effectively.

To cap off the third session of AGSIKAP 2025, LGOO V Rhona Grace D. Perola, Section Chief of the Local Government Capability Development Division, commended the participants for their unwavering commitment to creating meaningful changes in their respective communities. She then urged them to translate insights gained from the activity into actions, serving as a powerful reminder that every decision made and every project undertaken contributes to shaping the future of NCR LGUs.

The DILG-NCR remains steadfast in guiding and capacitating LGU functionaries to effectively implement, monitor, and optimize funds and projects that drive development within their respective localities. Through the conduct of AGSIKAP 2025 sessions, the Department continues to uphold its mandate of uplifting communities, improving public services, and fostering sustainable progress in the region.
