DILG-NCR holds regional rollout of 2024 SGLGIF operational guidelines

A total of 82 participants composed primarily of representatives from the 14 NCR LGUs awarded with the Seal of Good Local Governance (SGLG) in 2023 were convened for the Regional Rollout of Memorandum Circular No. 2025-14, or the Operational Guidelines on the Implementation of the Seal of Good Local Governance Incentive Fund (SGLGIF) for FY 2024 on April 4, 2025, via Zoom Teleconference.

The session formally commenced with an opening message delivered by Local Government Capability Development Division (LGCDD) Acting Chief Luigi D.C. Pilarta, who emphasized the importance of ensuring that LGUs are well-informed and equipped to comply with the procedures governing the implementation of the SGLGIF Program.

Following this, DILG Bureau of Local Government Development (BLGD) Project Officer II Louies Carlo D. Canlas provided a comprehensive presentation on the provisions of the said memorandum circular. Specifically, the discussion focused on the eligibility requirements, priority project categories, implementation timeline, documentary deliverables, fund utilization guidelines, compliance mechanisms, and the use of digital reporting platforms to support the efficient implementation of the SGLGIF.

Subsequently, an open forum was facilitated by DILG-BLGD LGOO V Jan Marlon L. Eroles, where he addressed implementation-related concerns raised by participants, including queries on allowable infrastructure types, procurement and supervision arrangements, and documentary requirements for LGUs that have previously received SGLGIF allocations.

During the second half of the session, Project Development and Management Unit (PDMU) Engineer III Mikee C. Miranda presented the current status of physical and financial accomplishments of SGLGIF projects under FYs 2022-2024. She also mentioned that the issuance of Notices of Authority to Obligate and Disburse (NAODs) and the preparation of Sub-Allotment Release Orders (SAROs) for FY 2024 projects are still ongoing.

To conclude, PDMU Chief Dennis R. de Paz reiterated the significance of adhering to national guidelines to uphold standards of transparency, accountability, and good governance. He also reaffirmed DILG-NCR’s commitment to providing continuous technical assistance and performance monitoring to ensure successful project implementation.

Through the conduct of regional rollout sessions, the Department aims to strengthen the capacity of NCR LGUs to implement performance-based financial support programs in alignment with national government priorities and local development needs.
