PDMU-NCR facilitates LGU project sustainability assessment in AGSIKAP 2025 Session 5

The Department of the Interior and Local Government - National Capital Region (DILG-NCR), through the Project Development and Management Unit (PDMU), successfully conducted the fifth monthly session of AGSIKAP 2025 for the Rapid Sub-Project Sustainability Assessment (RSSA) Co-Completion Workshop, held on May 29, 2025 at Max’s Restaurant, Quezon Avenue, Quezon City.

A total of 47 participants—particularly RSSA encoders from the 17 NCR local government units (LGUs) and DILG Field Officers—attended the session, which focused on the completion of locally funded projects (LFPs) and LGU-funded infrastructure projects requiring RSSA, with the technical assistance of PDMU personnel.

Local Government Capability Development Division (LGCDD) Acting Chief Luigi D.C. Pilarta delivered the opening message, highlighting the importance of RSSA in ensuring the long-term sustainability of local projects. 

“The RSSA is a critical part of our monitoring efforts. It enables us to detect potential issues early, enhance operational success, and most importantly, foster a culture of accountability while championing sustainability across the region,” Acting Chief Pilarta stated.

Engineer III Mikee C. Miranda provided a refresher course on DILG Memorandum Circular Nos. 2021-123 and 2023-047, which outline the necessary guidelines for conducting RSSA in completed projects.

Following this, Project Evaluation Officer II Fritz John D. Gabrinez facilitated a walkthrough of the RSSA Portal, which serves as the main platform for submitting required documents when conducting RSSA.

The session continued with a hands-on workshop, where LGUs accomplished the RSSA of completed LFPs and Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects (RLIP). Throughout the workshop, the PDMU technical team provided step-by-step guidance—from accurately filling out the assessment forms to the successful submission of documents via the RSSA portal for review and approval.

Concluding the session, LGCDD Assistant Division Chief Maria Jasmin D. Diaz commended the NCR LGUs for their steadfast dedication in accomplishing the sustainability assessment.

“The RSSA is not just a simple program—it is a mindset, a promise, and a call to action. It reflects our collective efforts to go beyond implementation—to ensure that every project continues to deliver value, uplift lives, and respond to the evolving needs of our communities,” ADC Diaz added.

The AGSIKAP, or the Apprising Government Employees’ Skills on Infrastructure Projects and Knowledge on Monitoring and Evaluation, and Performance, serves as the primary capacity-building platform of PDMU-NCR, designed to enhance the capabilities of LGUs in implementing, monitoring, and evaluating local development projects. Now on its fifth monthly session, the initiative underscores the Department’s resolve to ensure the long-term sustainability and impact of development efforts in NCR.
